A recharge nerf (at least 10r, preferably 12) to [parasitic bond] and a serious duration nerf to [faintheartedness] (which should be elite anyway, if you compare it to [crippling anguish]) would go a long way to slowing down a lot of the problems with hex overload. Shard's definition of Parasitic Bond is about as accurate as it gets.

And make [hex breaker] a skill again. That was a step in the right direction, but god forbid Izzy do something positive without reverting it later.

Elite removals could definitely use a buff... some in terms of recharge, some in terms of energy cost (some could use both). Non-elites aren't too bad, but they are pretty much limited to 2 classes (the few options outside of Monk and Mesmer are too niche or too conditional).

The bad part of Spotless Mind is the fact you can't use it on yourself, so as a monk, you have to sacrifice another slot of your skillbar for a Veil, Hex Breaker or Cure Hex (=> 25% of your skillbar dedicated to hexes !) or relies on the other monk to manage your hexes with only one veil. Spotless is good in a hex-pressure meta or if you spec against specific "one wonder build" guilds.

Personnally, i prefer to see Divert Hex buffed in a way that you can use it on a secondary monk or at 5 energy cost. This elite is a bad joke atm.

I would rather keep at 4s not at 3 since at 3 it would be overpowered and I would buff expell hexes first.

Hexes shouldnt be moved just as easy as conditions considering they cost alot more energy, are much harder to apply and keep up effectively. Buffing it to remove every 3 sec for the same energy cost and recharge would be ridiculous.
